Takeaways from the UAE’s 2024 Annual Government Meetings

The UAE’s annual cabinet meetings in Abu Dhabi highlighted National Identity, Artificial Intelligence and other goals steering towards long-term national policies.

On Nov. 4-5, the UAE Government Annual Meetings took place in Abu Dhabi, marking a pivotal moment for national policy direction. Since their establishment in 2017 by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, these annual gatherings have unified federal and local government efforts, making them central to the UAE’s long-term development strategy. The sixth edition introduced notable updates, shifting the agenda and integrating new principles to align with emerging national goals. Over 500 dignitaries, including rulers, crown princes, and government officials, convened to discuss strategic directions for the country. This year’s discussions focused on three critical themes: National Identity, Family, and Artificial Intelligence.
Minister of Cabinet Affairs Mohammad bin Abdullah Al Gergawi outlined a packed agenda with more than ten sessions addressing sectoral futures, covering the economy, education, sports, and community empowerment. New features included national retreats, sessions specifically with local governments, and a commitment to amplify citizen voices in policymaking, emphasizing youth empowerment within government roles.
This year’s meetings reviewed key milestones achieved under the We the UAE 2031 vision, ensuring alignment with the Centennial 2071 goals. Al Gergawi highlighted the UAE’s economic strides, including over 11% growth in foreign trade, a 35% increase in foreign direct investment, and a doubling of trade licenses. International rankings underscore the UAE’s adaptability and government efficiency, with second place globally in adaptability, fourth in government efficiency, and tenth in the global soft power index.
A new AI policy was also unveiled, with principles grounded in advancement, ethics, and security, reflecting the UAE's proactive stance in shaping global AI governance. This policy underscores transparency and international cooperation to harness AI responsibly, positioning AI as a cornerstone of economic diversification and innovation.
In line with this national strategic framework, the meetings placed a renewed emphasis on UAE National Identity. Sheikh Mohammed’s directive established a cohesive framework that encapsulates the UAE’s values, culture, and heritage, managed by the Ministry of Culture and the National Projects Office. This initiative is poised to strengthen national identity across future generations. Additionally, a special cabinet session was chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to consider the UAE’s new policy against drugs with the hope to be completely drug free by 2031. The Cabinet Resolution No. 43 introduced stringent protocols for non-resident foreigners found possessing narcotics at UAE entry points. Penalties include fines, deportation, and, for repeat offenders, permanent entry bans. Ministerial Resolution No. 484 mandates periodic drug testing to support rehabilitation efforts, aiming to mitigate relapse risks and facilitate social reintegration for individuals overcoming addiction.
Through these multifaceted discussions and policies, the UAE Government Annual Meetings reaffirm their role in shaping a unified, national vision, and enhancing quality of life across the Emirates.
